Weakening hurricanes before they hit

Dr. Jeff Masters reports on a scheme to weaken hurricanes before they hit land by deploying a series of pumps and tubes to pump cold water from deep in the ocean to the surface, cooling the top layer of water and depriving the hurricane of the energy it needs to maintain or increase its strength.
